Al igual que otras plataformas que buscan una convergencia entre el mundo móvil y la PC, Canonical confirmó el arribo de su sistema operativo Ubuntu a los dispositivos móviles. Disponible en una primera instancia como una instalación no oficial para la línea de smartphones Nexus 3, la versión de Linux utilizada en más de 20 millones busca posicionarse como una alternativa ante un mercado dominado por compañías como Apple y Google, junto a las propuestas de Microsoft con Windows Phone y Research in Motion con sus teléfonos BlackBerry.


La compañía dio un primer paso en febrero de 2012 con Ubuntu for Android , una distribución para “mejorar” el Android convencional.






La versión actual es un sistema operativo que sólo comparte con Android el uso de sus drivers (ambos están basados en Linux), pero no usa una máquina virtual Java, por lo que los 700.000 programas con las que cuenta Android no estarán disponibles directamente. Ubuntu tendrá su propia suite de aplicaciones, y permitirá la suma de nuevas que estén programadas en HTML5 o sean nativas.


Canonical también planea lanzar un teléfono de diseño propio que llegaría al mercado en 2014, pero no brindó mayores detalles sobre el fabricante involucrado. Los recientes cambios en la interfaz de Ubuntu, denominada Unity, marcaron una tendencia en la distribución hacia la interacción en pantallas sensibles al tacto, y este lanzamiento representa un primer paso de la distribución para ingresar en el mundo móvil de los smartphones y las tabletas.


Las prestaciones de una PC, en un dispositivo de bolsillo


Según Mark Shuttleworth, CEO de Canonical, en un principio esta versión de Ubuntu apunta a los entusiastas de la plataforma, pero con una rápida expansión hacia el resto de los usuarios. “Por primera vez en la historia los usuarios de los teléfonos celulares pueden tener las prestaciones completas que tiene en una PC, y tenemos una ventaja en esto”, dijo el ejecutivo.


Así lo explica Mark Shuttleworth en video, mostrando los gestos que permiten controlar Ubuntu móvil:


El concepto se asemeja a la modalidad presentada por Motorola con su teléfono Atrix , que se convertía en una PC al ser conectado en una base que servía de conexión con un monitor. A su vez, el móvil también podía ser utilizado como una notebook mediante un dispositivo denominado lapdock.


Aún no disponible para su descarga, la presentación formal de Ubuntu para teléfonos ante el público será en la feria Consumer Electronic Show de Las Vegas, en donde LA NACION estará presente para la cobertura de los primeros lanzamientos del año que realizará la industria.


En busca del podio móvil


Con los dispositivos basados en iOS y Android, varias compañías disputan ser la alternativa a las plataformas dominantes. Microsoft busca de la mano de Nokia posicionar a Windows Phone junto a fabricantes como HTC y Samsung. La compañía de Redmond también desea aprovechar la integración con Windows 8 para sacar provecho de su dominio en el mundo de las PC, un segmento en lento retroceso frente a los teléfonos inteligentes y tabletas.


En este punto, la integración entre las PC y los dispositivos móviles también forman parte de los objetivos de Apple, que replicó el exitoso modelo App Store en su línea de computadoras con Mac OS X, utilizado en el iPhone y la tableta iPad, mientras que Google mantiene su apuesta en su plataforma basada en la nube con servicios como Gmail y Drive, entre otros.


Por su parte, Research in Motion presentará su nueva plataforma BB10 , un demorado lanzamiento que tendrá lugar a fines de este mes y con el que busca recuperar el terreno perdido en los últimos años con un renovado teléfono móvil tactil basado en el sistema operativo QNX, utilizado en su tableta Playbook.


Dentro de este pelotón de contendientes también se encuentra Firefox OS , un competidor que más se asemeja a la filosofía de la plataforma de Canonical y que ofrece un sistema operativo basado en el navegador web de la fundación Mozilla. Cuenta con el apoyo de las principales operadoras de telecomunicaciones y apunta a contar con un teléfono de costo accesible para mercados emergentes.


Por su parte, un grupo de desarrolladores responsables de Meego, la plataforma utilizada por Nokia para el N9, se reunieron para presentar a Sailfish OS , un sistema operativo basado en Linux que se encuentra en una incipiente etapa de desarrollo y que planea tener también, al igual que Firefox OS y Ubuntu, un teléfono para mediados de este año.

Hillary Clinton leaves New York hospital with family, aide






NEW YORK (Reuters) – Secretary of State Hillary Clinton left New York-Presbyterian hospital on Wednesday and was driven away with her husband, Bill, and daughter, Chelsea, and an aide, a Reuters photographer witnessed.


It was unclear where she was going or whether she had been discharged from the hospital, where she had been admitted for treatment of a blood clot behind her right ear.






A hospital spokeswoman directed all questions about Clinton, 65, to the State Department, which had no immediate comment.


Earlier Wednesday, a State Department spokeswoman said Clinton, who had not been seen in public since December 7, had been talking with her staff by telephone and receiving memos.


Clinton also spoke to two foreign officials – the U.N. envoy on Syria and the prime minister of Qatar – on Saturday, the day before the State Department disclosed the blood clot and her stay at New York-Presbyterian Hospital.


“She’s been quite active on the phone with staff and taking paper, etc.,” State Department spokeswoman Victoria Nuland said at the department’s daily briefing.


The State Department announced on Sunday that Clinton was in a New York hospital for treatment of a blood clot that stemmed from a concussion she suffered in mid-December.


The concussion was itself the result of an earlier illness, described by the State Department as a stomach virus she had picked up during a trip to Europe that led to dehydration and a fainting spell after she returned to the United States.


In a statement released by the State Department on Monday, Clinton’s doctors said they were confident that she would make a full recovery and that she would be released from the hospital once the correct dosage of blood thinners had been determined.

Avis buys car sharing firm Zipcar







The global car hire firm Avis Budget has agreed to buy Zipcar, the world’s biggest car-sharing firm, for $ 500m (£307m).






The car hire giant is buying into the fast-growing sharing market, which it says is worth $ 400m in the US.


Zipcar has 767,000 members, who pay an annual joining fee and then are charged by the hour to use its cars.


Avis is paying $ 12.25 per share for Zipcar, almost 50% more than the shares were trading at, at the end of 2012.


Zipcar, whose shares surged after the announcement, have three quarters of the US market.


Its most recent results showed that membership numbers had increased by almost a fifth at the end of 2012, and industry analysts suggest that rate of growth is set to continue.


When it floated on the Nasdaq exchange last year, Zipcar said it thought the US car sharing market would be worth $ 3.3bn by the end of the decade, up from $ 250m in 2009.


Similar growth rates are forecast for the European market, with analysts suggesting revenue of 2.6bn euros in 2016, up from 220m in 2009.

Avis Budget Group’s acquisition should be seen as strategic; it is based on a prediction that people will increasingly want to buy ways to get around, referred to as mobility solutions, rather than buying cars.


On any given journey, more and more people will be choosing between shared cars or taxis, subways or trains, bicycles or old fashioned shoe leather, and smartphone technology is making it easy for them to mix and match.


Moreover, at a time when it appears to be more important to see and be seen in the world of social media, the car as a status symbol is losing its lustre.


The motor industry is doing all it can to adjust, though the big players’ responses often come across as sluggish, leaving gaps in the market for newcomers such as Zipcar to emerge.



“We see car sharing as highly complementary to traditional car rental, with rapid growth potential and representing a scalable opportunity for us as a combined company,” said Ronald Nelson, chairman and chief executive of the Avis Budget Group when he announced the Zipcar deal.


Car sharing has become popular in cities as individual cars are kept in residential streets, outside workplaces or student accommodation, and some people find using the service cheaper than owning their own car.


It cuts out servicing and maintenance costs and the cost of fuel is included in the hourly charge.


Avis Budget wants to accelerate the growth of Zipcar by putting more cars in more locations. It also plans to adopt some of Zipcar’s technology across the existing group.


Car sharing clubs give members a smartcard which they use to open the car, eliminating the need to go to an office to collect and return keys.


Some of the major car rental companies. including Hertz and Enterprise, have launched their own car sharing operations in the past few years.


Zipcar was founded in 2000 in Cambridge, Massachusetts, to take the European car-sharing idea to the US.


It has grown into the world’s biggest car-sharing firm, helped by recent mergers with US rival Flexcar and the purchase of UK company Streetcar and Spain’s Avancar, which it bought to expand its European operations.


Avis dropped from the second to the third largest car rental firm in the US in 2010, when Hertz took over Dollar Thrifty. Avis hopes to complete the purchase of Zipcar during early 2013.

GM recalls 145,628 mid-sized pickups for hood latch issue






(Reuters) – General Motors Co said on Thursday it is recalling 145,628 mid-sized pickup trucks globally as the hood could open unexpectedly due to a possible missing latch.


Of the Chevrolet Colorado and GMC Canyon pickups affected by the recall, 118,800 are in the United States, 15,264 are in Canada, 7,492 are in Mexico and the rest are exports, GM said.






GM is recalling the model year 2010 to 2012 trucks because the hood may be missing a secondary hood latch, so if the primary latch is not engaged the hood could open and block the driver’s view and increase the risk of a crash, according to documents filed with the U.S. National Highway Traffic Safety Administration.


There are no reports of crashes or injuries related to the issue, and there are four known cases of the secondary hood latch being missing, GM said.


GM said it will notify owners and instruct them to inspect their trucks for the presence of a secondary hood latch or take the truck to a dealer for inspection. If the secondary latch is missing, a new hood will be installed, the company said.


Dealers were notified of the issue on December 18 and GM expects to begin mailing letters to owners on January 17, according to NHTSA.

Four Android productivity apps you should use in 2013






Happy New Year! Like most folks, I am working on some resolutions for 2013. One resolution I have is to be more productive. One way I am going to do this is by using my Android phone better. Now there are apps that I have, but really have not used to their fullest. As I work on this resolution, I might discover even better apps. For now I will focus on these impressive apps that can make anyone more productive.


I use Hootsuite on the computer, but rarely find myself engaging with it on my smartphone. With Hootsuite, you can manage Twitter, Facebook, LinkedIn, and Foursquare accounts. The free version allows for up to five accounts and one member of your team to access the account. There is a pro version with a monthly fee, in which you can have more accounts and team members and helpful analytics tools.






The design of the app is very good. If you sync the web version to mobile, you will have everything automatically downloaded to the phone. When viewing content, you swipe left or right to change columns or streams. If you are in the middle of a stream, simply tap the top menu bar to automatically return to the top. The app allows for multiple profiles and scheduled tweets. My goal is to keep up with my feeds and tweets in real-time rather than waiting until I get to a computer.


Another web service that I started to use, but find myself not using it to the fullest. Producteev is a web-based task management service. With Producteev you can work as an individual or in a team by setting up workspaces and then organize tasks by labels. For each task you can assign a priority, due date, and share with team members, if you have any. Overall, this is a great service, since I like making lists, even though I rarely remember having made them.


The Producteev app is available for all platforms. The app has a very clean interface and is easy to find tasks. Probably the best way to keep up with tasks is to use the different widget for the home screen. Seeing the widgets will help keep those key tasks in the forefront of your mind. The app will work offline and syncs in the background.


 Four Android productivity apps you should use in 2013I read blogs every single day, especially those related to new apps, Android, or mobile news. The only way I can do that is via my Google Reader. I find myself trying to catch up each day on the computer (just like with Twitter activity) when I would be better off reading a little bit over time during the day. NewsRob is a Google Reader that I have had for years. The interface is very clean and easy to use. The developer created a bunch of customizations options, which really make this reader stand out.


With NewsRob you can set up a notification of new articles, how you synchronize with Google and when, how many articles to keep in your cache, and more. If you set up folders within Google Reader, NewsRob will download the folders, too. This enables you to read the posts by blog or folder. The app provides a very clean blogpost display optimized for smaller screens. With each post you can zoom in or out, mark a post read or unread, view in the browser, and share the link to email or services such as Evernote. There is a free version of the app.


The last task I need to work on to be more productive is to keep up with the calendar. I find myself checking on the computer, after the fact, finding out that I am either late or forgot about a meeting or appointment. Using Google calendar is a good place to start, but I have not found the standard calendar app on my Droid was all that helpful.


Business Calendar is a very capable calendar app that has a ton of features. The app lets you view your calendar in a number of different views, and has search and favorite-calendar features, to name a few. The option of viewing different calendars, color coding and being able to easily add, delete, and edit events is helpful. The ability to use widgets for reminders is important. The pro version has over 10 different sizes and allows for the import or export of calendar files in the iCalendar format. Business Calendar also has a free version.


So my top goal or resolution for 2013 is to be more productive. I think using these apps more will help me accomplish that goal. Are there any apps you have but not using to their fullest? What resolutions do you have for 2013?

Playboy Hugh Hefner marries his ‘runaway bride’






LOS ANGELES (AP) — Hugh Hefner is celebrating the new year as a married man once again.


The 86-year-old Playboy magazine founder exchanged vows with his “runaway bride,” Crystal Harris, at a private Playboy Mansion ceremony on New Year’s Eve. Harris, a 26-year-old “Playmate of the Month” in 2009, broke off a previous engagement to Hefner just before they were to be married in 2011.






Playboy said on Tuesday that the couple celebrated at a New Year’s Eve party at the mansion with guests that included comic Jon Lovitz, Gene Simmons of KISS and baseball star Evan Longoria.


The bride wore a strapless gown in soft pink, Hefner a black tux. Hefner’s been married twice before but lived the single life between 1959 and 1989.

Senate’s “fiscal cliff” bill adds $4 trillion to deficits: CBO






WASHINGTON (Reuters) – The Congressional Budget Office on Tuesday said Senate-passed legislation to avert the “fiscal cliff” would add nearly $ 4 trillion to federal deficits over a decade, largely because it would extend low tax rates for almost all Americans.


The congressional scorekeeper’s analysis was released as a number of Republicans in the House of Representatives voiced opposition to the bill, and considered amending it with deeper spending cuts.






House Majority Leader Eric Cantor and others complained the bill’s spending cuts would do little to curb trillion-dollar deficits.


Senate-passed plan extends decade-old Bush-era tax rates for individuals earning up to $ 400,000 and couples earning up to $ 450,000 – nearly 99 percent of U.S. taxpayers.


But the non-partisan CBO compared the Senate plan’s revenue and expenditure changes to laws that are currently in force, which call for $ 600 billion in tax hikes and automatic spending cuts in 2013 alone – effectively a dive off the fiscal cliff.


With Congress feverishly working to avoid the fiscal cliff in recent weeks, many Washington policymakers had viewed the current-law budget “baseline” as unlikely to be maintained.


Compared to an alternative CBO scenario in which Congress extends all expiring tax provisions and turns off automatic spending cuts slated to start taking effect this week, the Senate plan achieves minimal deficit reduction in the early years.


Over 10 years, deficits under the Senate plan would be $ 3.75 trillion less than permanently extending all of the tax and spending policies in the alternative scenario. That is largely because the CBO expects that remaining on an unsustainable fiscal path would severely constrict economic growth later in the decade, holding back revenue growth and keeping outlays higher.


FISCAL 2013 EFFECTS


By going over the fiscal cliff, the CBO had previously forecast that the higher taxes and lower spending would slash the fiscal 2013 U.S. budget deficit by more than half, to $ 641 billion from $ 1.1 trillion the prior year.


But in its analysis of the Senate-passed plan, the CBO said fiscal 2013 revenues would be $ 280 billion lower and spending $ 50 billion higher, resulting in a $ 330 billion deficit increase, for a total deficit of around $ 971 billion.


Under the CBO’s keep-taxes-unchanged scenario, the deficit would be $ 1.04 trillion for fiscal 2013.


None of the CBO’s analyses takes into consideration possible future spending cuts and reforms to federal health care and retirement programs that Congress might make in a new budget battle emerging around mid-February over the next increase in the U.S. debt limit.

US may skirt ‘fiscal cliff’ but faces higher taxes






WASHINGTON (AP) — A last-ditch tax deal in the Senate might let the U.S. economy escape the worst of the so-called fiscal cliff and avoid going back into recession. But even if the House goes along, the tax increases likely coming in 2013 will dent economic growth anyway.


In the early hours of the new year, the Senate voted to end a long stalemate and raise taxes on upper-income households, extend long-term unemployment benefits and postpone decisions over government spending cuts, officials said. But any deal needs approval from the House.






About $ 536 billion in 2013 tax increases were scheduled to take effect Jan. 1, along with $ 109 billion in cuts from military and domestic-spending programs, if Democrats and Republicans could not reach agreement.


Mark Vitner, senior economist at Wells Fargo, said he expects budget policy, including the higher taxes in the Senate plan, to shave 0.8 percentage points off economic growth in 2013. The economy doesn’t have much growth to give. Vitner predicts it will grow just 1.5 percent in 2013, down from 2.2 percent in 2012.


The biggest hit to the economy is expected to come from the end of a two-year Social Security tax cut. The so-called payroll tax is scheduled to bounce back up to 6.2 percent from 4.2 percent in 2011 and 2012, amounting to a $ 1,000 tax increase for someone earning $ 50,000 a year.


“Even with this deal, fiscal policy will still be a net drag on economic growth,” Vitner said. “The expiration of the payroll tax holiday will reduce after-tax income for all workers and hit lower to middle income families the hardest.”


Mark Zandi, chief economist at Moody’s Analytics, calculates that the higher payroll tax will reduce economic growth by 0.6 percentage points in 2013. The other possible tax increases — including higher taxes on household incomes above $ 450,000 a year — will slice just 0.15 percentage points off annual growth, Zandi said.

France counts 1,193 cars torched on New Year’s Eve






PARIS (AP) — A New Year’s Eve tradition for some in France of torching empty, parked cars has continued.


Interior Minister Manuel Valls said Tuesday that 1,193 vehicles were burned overnight around the country, where the stunt began in the 1990s.






There was no way to compare this figure to recent ones because the conservative government of former President Nicolas Sarkozy stopped making the numbers public while he was in office. But the rate of burned cars was apparently steady. On Dec. 31, 2009, 1,147 vehicles were burned.


For some, the decision of France’s current Socialist government to resume making public figures of New Year’s Eve’s torched cars is unwise.


Bruno Beschizza, a security chief for Sarkozy’s UMP party, said on iTele TV that publishing the numbers motivates youths to commit such crimes.

Sony No Longer Shipping PlayStation 2 in Japan






You may have grown up with it. Your children may have, too.


Sony‘s PlayStation 2 home game console, released in 2000, was one of the most popular game consoles of all time, rivaled in sales only by the different kinds of Nintendo DS handheld console. It continued to be sold new on store shelves until just recently, even years after Sony launched its PlayStation 3 successor.






Now, however, Sony’s sent out its last shipment of new “PS2″ consoles for the Japanese market, according to Japanese gaming news site Famitsu (as reported by Polygon’s Emily Gera). Some other regions are continuing to receive shipments for now, but the heart of the PlayStation 2 phenomenon has finally stopped beating.


A gaming legend


Japanese PlayStation fans saw thousands more titles released in their language than English-speaking players. The PlayStation 2 was especially well-known for its role-playing games, such as the MMORPG Final Fantasy XI, which was designed so closely around the PS2′s capabilities that its Windows PC version uses almost entirely the same graphics and controller-based interface.


New PS2 games continue to ship; Final Fantasy XI is even getting a full-fledged, retail-boxed expansion pack this March. It’ll only support the PS2 in Japan, however, where dedicated players continue to use the original “fat” PS2 consoles with the hard drive expansion slot. Internationally, it will only support the PC and Xbox 360.


PS2 games in a post-PS2 world


The first PlayStation 3 consoles — infamous for the silence which ensued at the Sony event where their price at launch was announced to be “599 U.S. dollars” — were backwards-compatible with the vast majority of PlayStation 2 and original PSOne games. Sony achieved PS2 backwards compatibility, however, by including the PS2′s actual “Emotion Engine” and “Graphics Synthesizer” chips inside each PS3, essentially making it two game consoles in one (and helping to drive up that launch price).


A redesign bumped down the price some, but at the cost of removing the Emotion Engine chip, which caused the redesigned PS3 consoles to sometimes have bugs or fail to play certain games. Today’s PS3 consoles lack both chips, which means that while they play PSOne games just fine, they don’t support PS2 game discs at all and can’t be upgraded to do so.


The legend lives on?


Sony has made HD remakes of certain PS2 titles, and republished others for the PS3 under the “PlayStation 2 Classics” brand. Dozens of such titles have been re-released as digital downloads in the PlayStation Network store.


This method of playing a PS2 game on the PS3, however, involves essentially buying the game again (assuming that it’s even in the store), sort of like Sony’s method of playing PlayStation Portable games on the Vita. Even rebuying the games for the PS3 doesn’t ensure continued playability on modern Sony consoles; the upcoming “PlayStation 4″ (not its actual name) reportedly won’t be able to play games made for the PS3.

Green Day to get back on road in March






NEW YORK (Reuters) – The members of Green Day said on Monday they will return to the road in March after the punk rock band canceled its fall club tour and postponed later dates as frontman Billie Joe Armstrong underwent treatment for substance abuse.


“We want to thank everyone for hanging in with us for the last few months,” the band members said in a statement on their website. “We are very excited to hit the road and see all of you again, though we regret having to cancel more shows.”






Armstrong, lead singer and guitarist for the Grammy-winning rock band, sought substance abuse treatment in September following an angry, guitar-smashing on-stage outburst in Las Vegas. The details of his addiction were never specified.


Armstrong, 40, added to the website posting with a note on Instagram, saying:


“Dear friends … I just want to thank you all for the love and support you’ve shown for the past few months. Believe me, it hasn’t gone unnoticed and I’m eternally grateful to have such an amazing set of friends and family.


“I’m getting better every day,” he said. “So now, without further ado, the show must go on. We can’t wait to get on the road and live out loud! Our passion has only grown stronger.”


The tour will begin in Chicago on March 28, with dates in Pittsburgh, New York, Toronto and other cities up through April 12 in Quebec City.


The band said it would announce additional West Coast dates in early 2013.


Tickets for the postponed shows will be honored at the new dates, Green Day said. Tickets for canceled shows will be refunded at the point of purchase.


In November the band moved up the release date of “iTré!,” part of an ambitious trilogy of albums that marks their first collection of new music since 2009, to December 11 from its original date of January 15, in part to make up for the canceled and postponed dates.


The California-based punk rock band, formed in the late 1980s, has sold more than 65 million records worldwide and won five Grammys, including best alternative album for its 1994 major-label debut, “Dookie,” and best rock album for “American Idiot” and “21st Century Breakdown.”

Naloxone reverses overdoses without hefty price tag






NEW YORK (Reuters Health) – Distributing a drug that reverses drug overdoses in heroin users would save lives and be cost-effective, according to a new analysis.


U.S. researchers, who published their findings in the Annals of Internal Medicine on Monday, calculated that one death may be prevented for every 164 naloxone injection kits they distribute to heroin users.






That, the researchers say, works out to be a few hundred dollars for every year of healthy life gained.


“The great news here is these overdose deaths can be prevented, it’s cost effective to do so, and may even be cost saving,” said Dr. Phillip Coffin, the study’s lead author from the San Francisco Department of Public Health.


Naloxone is a drug that stops opioids such as heroin from reaching receptors in the brain, which may reverse an overdose. The drug is currently only approved by the U.S. Food and Drug Administration (FDA) to be injected into a person, but there are promising trials for an inhaled version of it.


The general idea, according to Coffin, is that giving heroin or opioid users naloxone injection kits gives them the chance to reverse another person’s overdose.


“Typically when someone has an overdose, they’re unconscious and they fall asleep quite quickly… So the idea that you would reverse your own overdose is not practical,” said Dr. Wilson Compton from the National Institute on Drug Abuse (NIDA) in Bethesda, Maryland.


Currently, an estimated 213,000 people in the U.S. use heroin each year. Over that population’s lifetime, more than one in 10 users may die of an overdose.


Compton, who co-authored an editorial accompanying the study, said naloxone has few side effects, except that high doses may send someone into withdrawal.


For the new study, Coffin and a colleague created a computer simulation that predicted what would happen if they distributed naloxone injection kits to 20 percent of U.S. heroin users, and compared the resulting deaths and costs to a simulation of users without kits.


In that scenario, the model found that in a population of 200,000 heroin users 6.5 percent of deaths that would have occurred could be prevented with distribution of the kits.


The simulation also found that almost 2 percent of heroin users eventually quit when the kits were distributed. That, however, also led to about a 1 percent increase in overdoses, because high-risk users were living longer.


The researchers calculated that the kits would cost about $ 400 for every year of healthy life gained.


That’s well below the $ 50,000 per healthy year of life gained threshold that policymakers typically think is worth paying for, the authors note.


Coffin told Reuters Health that distributing the kits may end up saving money because it might prevent aggressive attempts to revive a person who overdoses, which can be costly.


“This study helps us understand that providing naloxone is not only effective, but can also be a very cost effective approach to preventing overdose deaths in heroin addicts,” Compton said.


Coffin added that there may be additional benefits from distributing the kits based on real-world experiences in places such as New York City, Chicago, San Francisco and Scotland, where overdose deaths fell between 37 percent and 90 percent with naloxone distribution programs.


“It may be influencing behavior,” said Coffin. “That rides on the assumption that talking to people about overdoes and providing them with a tool to prevent overdoses makes them a little bit more careful.”


But Compton said these kits may only be part of an approach to curb the growing epidemic of opioid overdose deaths.


“Providing this intervention to address the overdose epidemic is one piece of it, but we think it must be part of a larger approach to prevent the abuse and misuse of prescription drugs,” he said.


According to Compton and his editorial co-authors, which include NIDA Director Dr. Nora Volkow and representatives from the FDA, total U.S. drug overdose deaths in 2010 reached almost 40,000 and outpaced deaths from motor vehicle accidents.


Overall, Coffin told Reuters Health he thinks the results are “fantastic,” because it shows “it’s a really excellent benefit for a modest amount of dollars.”

UK must stay in Europe, says CBI







The CBI says the UK needs to keep its place within the European Union to push for freer trade for its businesses.






The business lobby group says the UK should use the EU to help rebalance the economy towards exports and create new trade deals.


It is pushing for a new free trade deal between Europe and the US.


The CBI says although the EU and US have relatively open economies, there are many examples of obstacles to trade.


These include tariff costs and mismatched regulations, which form what it says are significant burdens on firms on both sides of the Atlantic.


It is undertaking a major project to flesh out what the UK’s global role should look like in a new Europe.


It wants to explore ways in which the UK can remain a leading location to do business globally, particularly by expanding export markets for high-growth small and medium-sized firms, without losing access to the EU single market.


The CBI’s director-general, John Cridland, said it was crucial for the UK to keep its place within Europe; “The UK has ensured its values of free and open trade have been at the heart of Europe over the last 40 years, helping to create one of the biggest successes of the European Union – the single market.


“It’s essential we stay at the table to bang the drum for businesses and defend our national interest, particularly protecting our world-class financial services industry to maintain our competitiveness internationally.”


He added that President Barack Obama and the EU’s political leaders needed to work to eliminate barriers to trade, which he said one study showed could save as much as 122bn euros (£100bn, $ 161bn) a year in business costs.

Pope marks end of difficult year, notes God’s good






VATICAN CITY (AP) — Pope Benedict XVI marked the end of a difficult year Monday by saying that despite all the death and injustice in the world, goodness prevails.


Benedict celebrated New Year’s Eve with a vespers service in St. Peter’s Basilica to give thanks for 2012 and look ahead to 2013. He appeared tired during the service and used a cane afterward — an indication that the busy Christmas season may be taking a toll on the 85-year-old Benedict.






In his homily, Benedict said it’s tough to remember that goodness prevails when bad news — death, violence and injustice — “makes more noise than good.” He said taking time to meditate in prolonged reflection and prayer can help “find healing from the inevitable wounds of daily life.”


This past year was full of highs and lows for the pope, including a successful trip to Mexico and Cuba but also the betrayal of his butler, convicted in October of stealing Benedict’s personal papers and leaking them to a journalist.


After the service, Benedict was brought out in a covered car to pray before the Vatican’s main nativity scene in St. Peter’s Square. Walking with a cane in the chilly piazza, Benedict chatted animatedly with the artist who crafted the scene, which recreated an entire village from the poor, southern Italian region of Basilicata which donated this year’s crèche.


The Vatican gladly accepted Basilicata’s donation after the €550,000 price tag the Vatican paid for the 2009 nativity scene was revealed in the documentation leaked by Benedict’s ex-butler Paolo Gabriele.


Gabriele was convicted of aggravated theft by a Vatican tribunal and sentenced to 18 months in prison. He received a pre-Christmas papal pardon and is expected to soon leave his Vatican City apartment for a new home and job elsewhere.


On Tuesday morning, Benedict celebrates a New Year’s Day Mass, which the Catholic Church celebrates as its world day of peace.

Autonomy’s Lynch defends record as HP confirms Federal probe






LONDON (Reuters) – Mike Lynch, the founder of the software firm sold to Hewlett-Packard last year in a deal tainted by accusations of accounting fraud, said he would defend the company’s accounts to U.S. Federal investigators.


HP confirmed in a filing late on Thursday that the U.S. Department of Justice was investigating Autonomy‘s books.






The PC and printer maker bought the British company for $ 11 billion last year to lead its push into the more profitable software sector.


Autonomy did not deliver the growth expected, resulting in Lynch’s departure earlier this year.


But worse was to come last month when HP wrote off some $ 5 billion of the company’s value and accused its former management of accounting improprieties that inflated its value.


The Silicon Valley company said it had passed information from a whistleblower to the U.S. Department of Justice, the SEC and Britain’s Serious Fraud Office.


“On November 21, 2012, representatives of the U.S. Department of Justice advised HP that they had opened an investigation relating to Autonomy,” it said in the filing.


“HP is cooperating with the three investigating agencies.”


Lynch launched a robust defense of his track record almost immediately after HP made the accusations.


He said on Friday that he was still waiting for a detailed calculation of HP’s $ 5 billion writedown of Autonomy’s value and a published explanation of the allegations.


“Simply put these allegations are false, and in the absence of further detail we cannot understand what HP believes to be the basis for them,” he said in a statement.


“We continue to reject these allegations in the strongest possible terms. Autonomy’s financial accounts were properly maintained in accordance with applicable regulations, fully audited by Deloitte and available to HP during the due diligence process.”


Lynch said he had not been approached by any regulatory authority, but he would co-operate with any investigation and looked forward to the opportunity to explain his position.


HP has refused to concede to Lynch’s demands for more information about the allegations.


“While Dr. Lynch is eager for a debate, we believe the legal process is the correct method in which to bring out the facts and take action on behalf of our shareholders,” it said in response to an open letter from Lynch last month


“In that setting, we look forward to hearing Dr. Lynch and other former Autonomy employees answer questions under penalty of perjury.”

Democrats, Republicans apart on key “fiscal cliff” issues: Reid






WASHINGTON (Reuters) – Senate Majority Leader Harry Reid said on Sunday that Democrats and Republicans still had key differences in talks to avert a looming year-end “fiscal cliff,” and he had not been able to make a counteroffer to the latest Republican proposal.


“I’ve had a number of conversations with the president and at this stage we’re not able to make a counteroffer,” Reid said on the Senate floor.






He said that as the day wears on, Democrats may be able to make such an offer.

From IPads to Crocs, New Patent Law Protects Design






One of Apple’s key weapons in its legal battle against competitors is a special type of patent that protects the visual appearance of a product. Critics have denounced these patents as a way to own “rounded rectangles”, but we may have to get used to seeing a lot more of them. Last week President Obama signed a law that will increase the term and scope of so-called design patents. The law could offer U.S. designers a new way to fight knockoffs—but some fear it will strain an already overburdened Patent Office and make America’s troubled patent system even more dysfunctional.


Design patents, which protect the ornamental features of an invention, are nothing new. To get a better idea of what they are, imagine a new type of fork that can pick up food better than ever before. The inventor could get a regular patent for the pickup function—but she could also get a design patent for distinct scrollwork built into the handle of the fork. A more familiar example is the design patents that cover the look and feel of Apple’s iPad.






Few people had heard of design patents until recently, when shoe company Crocs (CROX) used them to chase away rivals or Apple (AAPL) used its design patents to hammer Samsung (005930) for allegedly copying the iPhone and iPad. Design patents have also become more popular as the Supreme Court has taken an increasingly dim view of many conventional utility patents. (See the picture at right, posted by leading patent blog Patently-O, for examples of design patents in court right now.)


The just-signed Patent Law Treaties Implantation Act of 2012 will see more design patent requests flood in from more places. The main purpose of the law is to harmonize America’s design patent laws with the rest of the world—in particular, by letting “inventors” use a single application filed anywhere in the world to seek design rights in many countries at once. For instance, Ikea could submit drawings of a chair in Sweden and get a U.S. design patent based on the same application. The law, which will take effect in about a year, will also increase the design patent term from 14 years to 15 years and allow applicants to seek 100 different design inventions with a single application.


Richard Stockton, a patent lawyer at Banner & Witcoff in Chicago, says that traditionally, the first people to call him about design patents are manufacturers who outsource production to China but then discover the factory owner is replicating their product.


Now, though, he expects the new treaty rules will lead more foreign companies to apply for design patents in the U.S.


“Asia is very interested. A lot of people think there will be a snowball effect,” says Stockton. He adds that recent court fights between Apple and Samsung have awakened people to the fact that design patents are easier to get than utility patents.


“I’ve obtained them in 60 days with some elbow grease,” claimed Stockton, adding that a “good rule of thumb” price for a basic design patent application is $ 2,500 to $ 3,000 all-in, vs. several times that for a regular patent. (The 60-day figure might be an outlier—others say it usually takes more than a year.)


Stockton says design patents also pack more of a damages punch than regular patents because, if they are infringed, a court must award damages based on the value of the whole invention, not just a patented feature.


Sarah Burstein, a design patent expert at the University of Oklahoma, is skeptical that the new law is necessary and fears that lawyers will game design patents in the same way they have gamed other parts of the patent system. “The devil is in the details,” she said in a phone interview, and she predicted that more applications will arrive from Japan, Asia, and the rest of the world. U.S. designers, meanwhile, can likewise seek rights in more places.


Burstein is especially concerned about how the new law, as it stands, requires the U.S. Patent Office to reject design applications from foreign countries within a certain period of time. If it doesn’t, under the treaty, the applicant is entitled to design rights in America. And if a flood of new applications arrive, will the Patent Office be able to handle them? The office is already struggling to clear backlog and retain qualified examiners with starting salaries that begin around $ 42,000.


Burstein worries that the law’s current structure could lead companies to seek design rights first in countries with weaker standards and then use those overseas rights as a quick way to get design patent protection in the U.S.


And while the new protections could help U.S. designers in theory, Burstein believes any benefits will not be widespread.


“This won’t help poor design students,” she said.


A bigger question may be why Congress passed the law in the first place. America’s technology and retail sectors are already buckling under a wave of spurious patent lawsuits, many of which involve “patent trolls” using old patents to extort licensing fees. The new law could provide yet more ammunition for the trolls to shake down productive companies. And while most people would agree that inventors should have the right to stop ripoffs, America already has robust trademark and trade dress rules that let them do just that.


Ultimately, design patents may be yet one more area where America discovers that intellectual property rules are a lot like salt—a little bit can be great, but too much ruins everything.

Pakistan militants kill 41 in mass execution, attack on Shi’ites






PESHWAR, Pakistan (Reuters) – Pakistani militants, who have escalated attacks in recent weeks, killed at least 41 people in two separate incidents, officials said on Sunday, challenging assertions that military offensives have broken the back of hardline Islamist groups.


The United States has long pressured nuclear-armed ally Pakistan to crack down harder on both homegrown militants groups such as the Taliban and others which are based on its soil and attack Western forces in Afghanistan.






In the north, 21 men working for a government-backed paramilitary force were executed overnight after they were kidnapped last week, a provincial official said.


Twenty Shi’ite pilgrims died and 24 were wounded, meanwhile, when a car bomb targeted their bus convoy as it headed toward the Iranian border in the southwest, a doctor said.


New York-based Human Rights Watch has noted more than 320 Shias killed this year in Pakistan and said attacks were on the rise. It said the government’s failure to catch or prosecute attackers suggested it was “indifferent” to the killings.


Pakistan, seen as critical to U.S. efforts to stabilize the region before NATO forces withdraw from Afghanistan by the end of 2014, denies allegations that it supports militant groups like the Afghan Taliban and Haqqani network.


Afghan officials say Pakistan seems more genuine than ever about promoting peace in Afghanistan.


At home, it faces a variety of highly lethal militant groups that carry out suicide bombings, attack police and military facilities and launch sectarian attacks like the one on the bus in the southwest.


Witnesses said a blast targeted their three buses as they were overtaking a car about 60 km (35 miles) west of Quetta, capital of sparsely populated Baluchistan province.


“The bus next to us caught on fire immediately,” said pilgrim Hussein Ali, 60. “We tried to save our companions, but were driven back by the intensity of the heat.”


Twenty people had been killed and 24 wounded, said an official at Mastung district hospital.


CONCERN OVER EXTREMIST SUNNI GROUPS


International attention has focused on al Qaeda and the Pakistani Taliban.


But Pakistani intelligence officials say extremist Sunni groups, lead by Lashkar-e-Jhangvi (LeJ) are emerging as a major destabilizing force in a campaign designed to topple the government.


Their strategy now, the officials say, is to carry out attacks on Shi’ites to create the kind of sectarian tensions that pushed countries like Iraq to the brink of civil war.


As elections scheduled for next year approach, Pakistanis will be asking what sort of progress their leaders have made in the fight against militancy and a host of other issues, such as poverty, official corruption and chronic power cuts.


Pakistan’s Taliban have carried out a series of recent bold attacks, as military officials point to what they say is a power struggle in the group’s leadership revolving around whether it should ease attacks on the Pakistani state and join groups fighting U.S.-led forces in Afghanistan.


The Taliban denies a rift exists among its leaders.


In the attack in the northwest, officials said they had found the bodies of 21 men kidnapped from their checkpoints outside the provincial capital of Peshawar on Thursday. The men were executed one by one.


“They were tied up and blindfolded,” Naveed Anwar, a senior administration official, said by telephone.


“They were lined up and shot in the head,” said Habibullah Arif, another local official, also by telephone.


One man was shot and seriously wounded but survived, the officials said. He was in critical condition and being treated at a local hospital. Another had escaped before the shootings.


Taliban spokesman Ihsanullah Ihsan claimed responsibility for the attacks.


“We killed all the kidnapped men after a council of senior clerics gave a verdict for their execution. We didn’t make any demand for their release because we don’t spare any prisoners who are caught during fighting,” he said.


The powerful military has clawed back territory from the Taliban, but the kidnap and executions underline the insurgents’ ability to mount high-profile, deadly attacks in major cities.


This month, suicide bombers attacked Peshawar’s airport on December 15 and a bomb killed a senior Pashtun nationalist politician and eight other people at a rally on December 22.
